MCA key proposals for the EU long-term budget

Michael Culture Association presents its position statement on the future Multiannual Financial Framework to contribute a perspective to the ongoing negotiations, keeping in mind the values at the core of our actions. This statement sets out both context and reasoning for a more democratic, inclusive, and sustainable approach to Europe’s long-term budget in the field of digital cultural heritage, research and heritage protection.

MCA’s vision is grounded in the vision “from values to budget”: the Union’s financial architecture should reflect the democratic and sustainable ambitions that define Europe’s shared project. Culture, research, and innovation should remain central levers for building a fairer and more cohesive Europe.

The position statement highlights four key points for the next MFF (2028–2034), following the Headings proposed the European Commission in July 2025:

  • Ensuring funding for the digitisation of cultural heritage in national and regional plans, following ethical and inclusive principles.
  • Securing a dedicated Culture & Creativity cluster in Horizon Europe.
  • Investing in sustainable skills across culture, research, and education to power the green and digital transitions.
  • Recognising cultural heritage protection as a strategic and humanitarian priority in EU external action.
