Developed in collaboration with a wide range of civil society organisations, this report offers a civil society perspective on the current state of the European Union — and proposes concrete solutions to build a fairer, greener, and more democratic future.
Six Key Areas for Action
The report is structured around six critical pillars where the EU must show ambition and leadership — with the active involvement of its citizens:

Democracy must be defended, modernised, and made accessible to all. -
Enhancing freedom of movement and solidarity
A truly united Europe means solidarity across borders — in rights, responsibilities, and resources. -
Building a socially just EU

Tackling the planetary crisis
The EU must lead the way in a just green transition that leaves no one behind. -
Driving a digital transformation that includes everyone
Digital inclusion and rights are key to ensuring equal participation in society. -
Ensuring human-centred security and resilience
A safe EU is one that prioritises people’s well-being, health, and dignity.
A Holistic Vision, A Collective Voice
This report advocates for a holistic approach to EU policymaking — one that fully recognises and empowers civil society as a cornerstone of democratic life. Citizens must not only be heard, but also actively involved in shaping the decisions that impact their lives.
